$27 million  for water clean up

A tender for a 20 year contract was announced for cleaning, prevention of spills of harmful substances in the waters of the country.

 The service would deal with the possible contaminators generated by the increase in maritime traffic through the expanded canal.  

The Government of Panama will tender the cleaning, prevention and mitigation service for oil spills and harmful substances coming from ships, maritime and terrestrial installations that occur in Panamanian waters.

The call for tender was published this June 18.

The execution will cover four strategic zones at the national level.

The Panama Maritime Authority (AMP), executor of the concession, supported the need for ’the expansion of the Canal and the potential of the new ports represent an increase in maritime traffic, which may mean that the risks of pollution increase’ .

The document recognizes that the country ’does not have trained personnel, floating equipment, rolling stock, materials or machinery to provide a timely response to a contamination incident, eventhough years ago, Panama already committed to adopt measures through international agreements.

The country had adhered to the International Convention for the Prevention of Pollution from Ships (Marpol) in 1981 and its consequent Protocol in 1983, to prevent pollution of the marine environment by ships due to operational factors or accidents.

The concession will cover four strategic zones

Zone 1: Pprovinces of Panama, Darién, Coclé, Herrera and Los Santos. Zone 2: Province of Colón and the region of Guna Yala.  Zone 3: Provinces of Chiriqui and Veraguas (South). Zone 4: Bocas del Toro, Veraguas (north) and the Ngäbe Buglé comarca.

The proponent must respond quickly and effectively to any incidents of pollution that may arise and that may affect jurisdictional waters at the national level, managing on their own the infrastructures necessary for the development of the concession.

The pre-approval meeting will be held on July 5 in the shopping meeting room of the AMP. Subsequently, the proposals for the granting of the service to be submitted on August 17, 2018, same location
