Varela explains the rules to Venezuela

The meeting came after Jarela summoned the Venezuelan diplomat to a meeting after hearing that he had been meeting with the heads of local governments in Panama. Varela came to the meeting with a clear objective: to establish the rules for such participation. "Each government works in its own style," said Varela, who reiterated the need to clarify things and to "establish the parameters for work in this coordination meeting."
