Former Panamanian President Mireya Moscoso (1999-2004) awarded a direct concession to operate seven slot machine rooms and five sports betting agencies to a company called Silver Cup Gaming Inc. For this contract, approved by the Executive Cabinet on 20 February 2002, the company did not pay a single penny to the state, according to information obtained from the Gaming Control Board by La Prensa through a request for information made in accordance with the Transparency Law.
